Q. How can I Access the Herne Farm Leisure Centre?

A. You can only access the Resident Owned Leisure Centre by one of the following methods.

    • You are a Resident of Herne Farm and you have paid your Annual Management Charge.
    • You are a Guest of a Resident. (** Restrictions Will Apply).
    • You are a Non-Resident Squash Player.
      • You have Registered.
      • Paid the Annual Fee.
      • Paid for a Key Fob (non-refundable) so you can access the Centre.
      • Signed and agreed to the Rules of the Leisure Centre.
    • You can also access the Centre if,
      • You are attending a Private Function in the Main Hall.
      • Taking part in an Organised Fitness/Exercise Class or Activity at the Leisure Centre.
Q. Who are Herne Farm Limited?

A. Herne Farm Limited is the ‘Company Name’ for the Management Company that runs and manages the Herne Farm Estate on behalf of the Shareholders/Residents.

The Company Name is registered with ‘Companies House’ under the following number 01130732

    • Address:  The Leisure Centre, Crundles, Petersfield, Hants, GU31 4PJ.
    • Company Type:  Private limited Company.
    • Incorporated on:  23rd August 1973.
    • Nature of Business:  98000 – Residents property management.

Herne Farm Limited is made up of a ‘Board Of Directors’, and these directors are elected or re-elected at the AGM each year (normally in September or October).

    • All Directors are ‘Unpaid Volunteers’.
    • They must declare anything that can be considered as a ‘Conflict of Interest’.
    • They must not be ‘Benefiting’ from their position on the Board of Directors.
    • They must also work in the best interest and fairness for all the ‘Residents’ of Herne Farm for whom they were elected by and represent.

Herne Farm Limited manages the 793 properties on the estate and all ‘Open Spaces’ that come under their responsibility on behalf of the Shareholders/Residents.

    • Properties consist of 689 (Houses, Bungalows) and 104 Flats.
    • Open Spaces are Butser Walk, Compton House to Crundles, Hanger Way,  The Leisure Centre, Long Down, Lower Wardown and Upper Heyshott.

Shareholders or Residents are the owners of the properties on the estate.

    • Every property owner is issued with a ‘Share Certificate’ when they move onto the estate, and this classifies them as a ‘Shareholder’.
    • Each Shareholder is entitled to ‘one vote‘ at the annual AGM.

Annual Management Charge is paid by every property to Herne Farm Limited,

    • It is collected in January by the Centre Manager on behalf of the Company.
    • This management charge is set at the AGM for the following year.

Q. Do I have to Pay the Annual Management Charge?

A. Yes.

    • The Annual Management Charge must be paid before the 31st January of the New Year.
    • Failure to do so will result in a £50 penalty being added to your Herne Farm Limited Account.
    • The Annual Management Charge is a non-recoverable charge on your property.
    • Failure to Pay may also result in your Access to the Centre being denied.
    • If you have any question regarding your Annual Management Charge then please contact the Office.

Q. What does the Annual Management Charge Cover?

A. The Resident Annual Management Charge covers the following:

    • Maintenance of All Open Spaces on the Herne Farm Estate managed by Herne Farm Limited.
    • Access to the Resident Owned Leisure Centre via an electronic Key Fob.
    • The Leisure Centre has a Main Hall, 2(two) Squash Courts and a ‘Resident Only’ Swimming Pool.
    • Annual Running Costs for the Centre, Office, Staffing, Utilities, Insurances and All Licenses (including Computer Software).
    • Maintenance of the Leisure Centre Building and parts of including: Hall, Squash Courts, Swimming Pool, Changing Rooms and all Toilets.
    • As a Resident you will be entitled to the following concessions.
      • 10% discount on Hall Hire charges  (excludes external organised events).
      • 50% discount on Squash Court Hires (you pay £3.00).
      • Access to use the Swimming Pool with your guests (some restrictions will apply).
      • Friday Night Social Evening, once a month (see calendar for details).
    • The Board of Directors give their time and skills voluntarily at ‘No Cost’ to the Residents and Herne Farm Limited.
Q. How can I Pay my Annual Management Charge?

A. Our preferred methods of payment are:

    • By Bank Transfer (Online Banking).
      • Account Name      : Herne Farm Limited.
      • Sort Code               : 60-16-26
      • Account Number : 86413481
      • Payee Reference  : Use the Account Ref. from your Invoice.
    • By Debit or Credit Card.
      • Please Contact the Office on 01730 266874 to make the payment (Mon – Fri 09:00 till 13:00).
    • Direct Debit.
      • If you have already arranged to Pay by Direct Debit, you do not have to do anything else to make the payment.
      • We will take payment on or shortly after the 1st January.
      • Otherwise please contact the Office for more details.
    • By Cheque.
      • Print the Account Ref. from your Invoice and your Address on the back of the cheque.
      • Then put the Cheque in a sealed envelope with a covering letter.
      • Then Post it to: The Leisure Centre, Crundles, Herne Farm, Petersfield, Hants, GU31 4PJ.
      • Otherwise you can post the envelope through the Herne Farm Leisure Centre letter box.
    • Cash Payments are NO longer accepted by Herne Farm Limited.
      • We Do Not accept any responsibility for Cash Payments posted through the Herne Farm Leisure Centre letter box.
      • Please use ONE of the above methods for paying your Annual Management Charge.
    • To Avoid Over Payment.
      • Please check you have not paid by more than one of the above methods, (for example Bank Transfer and Direct Debit).
Q. Is there any Age Restrictions on Accessing the Herne Farm Leisure Centre?

A. Yes.

    • Residents Under the Age of 16 year old.
      • All Children under 16 year old,
        • MUST be accompanied and supervised at all times by a responsible Resident Adult.
      • No Children under 16 years old are allowed in the Swimming Pool Area,
        • Unless accompanied and supervised at all times by a responsible Resident Adult.
    • Residents between the ages 16 and 18 may be accompanied by,
      • ONE guest aged 16 years or over.
    • Residents over the age of 18 may be accompanied by a maximum of,
      • TWO Adult guests and/or
      • TWO Child guests who must be supervised at all times by an responsible Adult.
    • Residents are responsible for the safety and behaviour of their children and guests at all times.
Q. Is there any Restrictions on using the Key Fob to access the Herne Farm Leisure Centre?

A. Yes.

    • The Key Fobs MUST be used every time you use or visit the Leisure Centre.
      • All Children Under 16 years of age are not permitted to use the Key Fob.
    • The Resident Key Fob is solely for the use of the Resident Home owner and their immediate family.
      • The Key Fob MUST NOT be lent to or used by any one else, this includes another Resident.
        • Failure to adhere to this will result in the Key Fob being Dialled Out of the Door Access System.
        • You will no longer be able to enter the Centre.
        • Your Access to the Centre may be denied for up to a maximum of three months.
    • Non-Resident Squash Players must be Registered to have a Key Fob to Access the Centre.
      • The Key Fob is ONLY to be used by you to enter the Centre when you have Hired or Booked a court to play squash.
      • The Key Fobs MUST be used every time you use or visit the Leisure Centre.
      • The Key Fob is ‘solely for your use only’ and MUST NOT be lent or used by anyone else.
        • Failure to adhere to this will result in the Key Fob being Dialled Out of the Door Access System.
        • You will no longer be able to enter the Centre.
        • Your Access to the Centre will be denied for a period of three months.
        • Any serious breach may result in your Registration being terminated.
Q. Is Coaching allowed at Herne Farm Leisure Centre?

A. Yes and No.

    • Yes
      • Residents are allowed to Coach their own Household Family Members in the Swimming Pool and on the Squash Courts.
      • Hall Hirers are allow to ‘Coach’ those attending Exercise, Fitness or Dance Classes.
      • Organisations, Societies and Other Events that Hire the Main Hall are allowed to ‘Coach’ if and when necessary.
    • No
      • You are NOT allowed to Organise or have ‘Paid’ Swimming Lessons in the Swimming Pool.
      • You are NOT allowed to ‘Coach’ Squash unless you have the correct and valid Squash Qualifications, (see below).
    • All Coaching, Training, Special Event or Any Block Booking.
      • Must have been agreed with by the Centre Manager and the Board on the Cost, Duration and Numbers.
      • A Contract must be signed and payment made prior to commencement.
      • Copies of any Qualifications/Certificates of Coaching Levels and a DBS (Disclosure and Barring Service) Certificate where appropriate must be presented and held by the Centre Manager before commencement.

Q. What Hire Fees are there at the Herne Farm Leisure Centre?

A. The Leisure Centre allows the following two areas to be Hired.

  1. The Main Hall.          (For All Information on Hall Hire fees click here).
    (From August 2021 all documents, procedures and charges for Hiring the Main Hall at Herne Farm have been reviewed and updated).
    You are required to complete one of the three new ‘Hall Hire Agreement Forms’.
    1. Single Hire:      Used for a single hire of the Hall for a Meeting, Party or Single Event.
    2. Multiple Hire: Used for a multiple hire of the Hall for Events, Organisations or Societies.
    3. Classes Hire:   Will be used similar to the multiple hire form, but only for the hire of the Hall for Classes (Fitness and Exercise).

    (By signing the ‘Hall Hire Agreement Form’ you are agreeing to theConditions of Hireand Special Conditions of Hire).
    (Both ‘Multiple Hire and Classes Hire’ are Annual Agreements (12 months), and when they expire they will need to be renewed).
    (All Hall Hirers must pay a ‘returnable’ deposit of £100, or £250 for Parties for anyone aged 18 or over).

  1. The Squash Courts.
    Residents and Non-Residents (who have Registered with Herne Farm) can Hire the Squash Courts.
    a) Residents receive a 50% discount and pay £3.00.
    b) Non-Resident will pay £6.00 (standard rate).
    c) Annual Registration Fee required for Non-Residents. (fee currently under review for 2022).

Please Note:-
The Swimming Pool is for Residents Only, it is free to use by Residents and their invited guests.
(Currently there is a booking system in place for one hours slots to use the pool, please contact the Centre Manger 01730 266874 for information).

Q. Who can Hire the Main Hall at Herne Farm Leisure Centre?

A. Residents and Non-Residents.

    • All Residents and Non-Residents Hires will require a ‘Hall Hire Agreement Form‘ to be completed, signed and returned to the Centre.
      (There are three categories of the ‘Hall Hire Agreement Form’:- 1. Single Hire, 2. Multiple Hire, 3. Classes Hire).
    • All Hires will be subject to:
      • Completion of a signed ‘Hall Hire Agreement Form‘.
      • Acceptance of the Hire by Herne Farm Limited.
      • All Hire Fees and Deposit being paid prior to the Hire.
      • Any Restrictions on numbers allowed in the Main Hall.
    • For All the information regarding Hall Hires and Charges click here.
      • Residents can Hire the Main Hall for ‘personal use‘, and will receive a 10% discount on the Hall Hire Charge.
        (Residents are NOT permitted to Hire the Hall on behalf of a Non-Resident and receive the resident discount rate).
      • Non-Residents can Hire the Main Hall at the ‘Standard Rates’.
    • Some ‘Restrictions’ will apply on certain types of Hires, click here for more details.
    • Alcohol can only be consumed in the Main Hall and it must have been purchased at the Leisure Centre Licensed Bar.
    • The Main Hall can be Hired for the following events or activities:
      • Arts and Crafts.
      • Anniversaries, Birthday Parties and Weddings.
      • Dance classes.
      • Fitness/Exercise classes.
      • Organisation or Society meetings.
      • Table Tennis.

    • All Hirers will be responsible for the Health and Safety of all those attending the Hire.
Q. Do I require an 'Entertainment License' when Hiring at Herne Farm Leisure Centre?

A. Yes.

  • For Music.
    • From 2021, if you require any music at a Herne Farm Booking/Event, you will now be required to have an ‘Entertainment License’ for music.
    • Herne Farm Leisure Centre no longer has a site ‘Entertainment License’ to play music.
    • A License for the booking/event can be organised or arranged by the Centre Manager at a charge.
    • If you have your own ‘Entertainment License’ to play music, then prove will be required by the Centre Manager.
    • Bookings will only be accepted or allowed to commence once there is proof of an ‘Entertainment License’ to play music at Herne Farm.

Q. Who can use the Swimming Pool?

A. Residents.

    • The Swimming Pool is for the Residents Only and their Guest.
    • It is NOT allowed to be used for any Paid Swimming Lessons.
    • All Children under 16 years old whether Resident or Not
      • Must be accompanied and supervised at all times by a Resident Adult.
    • Residents between the ages 16 and 18 are allowed
      • ONE guest 16 years or over.
    • Residents over the age of 18 may be accompanied by a maximum of
      • TWO Adult guests and/or
      • TWO Child guests who must be supervised at all times by an Adult.
    • Residents are responsible for the Safety and Behaviour of their children and guests.
    • Residents are reminded that if you swim on your own, you swim at your own risk as there are NO Lifeguards.
Q. Who can use the Swimming Pool Changing Rooms?

Please Note:-

  • The ‘Swimming Pool Changing Rooms and Showers’ are currently unavailable to All Squash Players.
  • All Residents are required to have booked a swimming slot before using the Changing Rooms.
  • All Swimmers MUST only use the designated Changing Room for their gender (Male or Female).
  • While the Swimming Pool Booking System is active, this ‘Note in RED’ supersedes the information below the line.

A. Residents and ‘Non-Resident Squash players’.

    • Residents
      • Have Access to the Swimming Pool Changing Rooms for Swimming and playing Squash.
    • Non-Resident Squash players
      • Only have access to the Changing Room to change and use the showers as part of a squash booking.
    • All Resident and Non-Residents
      • MUST only use their designated Changing Room for Male or Female.
        • Failure to adhere to this will result in your Key Fob being dialed out of the Door Access System.
        • You will no longer be able to enter the Centre.
        • Your Access to the Centre will be denied for a length of time determined by the Centre Manager and The Board.
        • If a ‘Serious Breach‘ has occurred then your access to the Centre will be Terminated.
Q. Who can use the Squash Courts?

A. Resident and Non-Resident Access.

    • NO Squash Clubs are run or based at Herne Farm.
    • Residents.
      • Have Full Access to the Centre including the Swimming Pool.
      • Will pay £3.00 per 50 minute session, (50% discount on standard rate).
      • Are allowed to Hire a Squash Court 7 Days in advance, (this period is at the discretion of the Centre Manager).
    • Non-Residents.
      • Must be Registered with Herne Farm Limited before they can Access the Centre and Hire a Squash Court.
      • Only 40 Registrations available to Non-Residents. (As of 2021 the are ‘No Vacancy’, so registration is closed).
      • Registrations are only for playing Squash, and you will be expected to Hire the Courts during the year.
      • Will pay an Annual Registration Fee (under review for 2022).
      • Will pay £6.00 per 50 minute session, (standard rate).
      • Are allowed to Hire a Squash Court 5 Days in advance, (this period is at the discretion of the Centre Manager).
      • Are NOT allowed to use the Swimming Pool unless accompanying a Resident who has a swimming booking.
      • MUST inform the Centre Manger on 01730 266874 right away if your Key Fob is lost or stolen.
      • New or Replacement Key Fobs will cost £20, (replacements are at the discretion of the Centre Manager).
      • Key Fobs are for your use, and your use only, and they must not be lent to or used by anyone else.
    • Residents and Non-Residents.
      • Failure to adhere to the Centre and Squash Rules will result in your Key Fob being dialed out of the Door Access System, you will no longer be able to enter or use the Leisure Centre, and Access to the Centre may be denied for up to a maximum of three months.
      • ASerious Breachof the Rules may result in your Registration being Cancelled, or your access to the Centre being denied.
    • Coaching, Training, Special Event or Any Block Booking.
      • Must have been agreed with by the Centre Manager and the Board on the Cost, Duration and Numbers.
      • A Contract must be signed and payment made prior to commencement.
      • Copies of any Qualifications/Certificates of Coaching Levels and a DBS (Disclosure and Barring Service) Certificate where appropriate must be presented and held by the Centre Manager before commencement.
Q. Who can use the Car Park at the Front of the Leisure Centre?

A. Users and Staff of the Herne Farm Leisure Centre and the CO-OP convenience store.

    • The Leisure Centre Front Car Park is Privately Owned by Herne Farm Limited.
    • The Car Park can be used by:
      • Users of the Leisure Centre for all events and activities.
      • Users of the CO-OP convenience store, under an annual agreement with Herne Farm Limited.
    • Herne Farm Limited
      • Does NOT Accept liability for any damage to, or any items stolen from vehicles parked in the car park.
      • Expects All vehicles to be parked in the parking bays provided.
      • Does NOT allow Vehicles to be left over night unless prior agreement has been made with the Centre Manager.
      • Does NOT allow Tradesman or Person(s) to operate from, or use the Car Park for any type of business.
    • All Users are asked to re-frame from Littering the car park.
    • CCTV cameras in operations.
Q. Who Controls the Open Spaces on the Herne Farm Estate?

A. Herne Farm Limited is responsible for the Adopted Areas on the Estate.

    • Adopted Areas.
      • Details can be found on the Open Spaces page on this Web Site. Click Here.
      • There is also a Map in the Herne Farm Office that will show the Areas that have been Adopted.
    • Other Areas.
      • Some Areas are the responsibility of East Hampshire District Council and the Environment Agency.  
      • Some Flats on the Estate have their own Management Companies.
        • These Management Companies are responsible for the Maintenance and Grass Cutting.
      • Streets/Roads and Footpaths are the responsibility of the Highways Department at Winchester.

Q. Who Controls the Roads and Footpaths on the Herne Farm Estate?

A. The Highways Department at Winchester.

ADOPTED:
All roads and footpaths on the estate are adopted APART from the following exceptions.
 
NOT ADOPTED:
Roads marked or signed as ‘Private Road’.
The Side Road leading to 1, 3 and 5 Marden Way, behind Chilgrove House, also leading to the rear of the Leisure Centre via a footpath.
 
Raising Enquires:
If you have an enquiry about, or a problem with any road or footpath on the Herne Farm Estate, then you should contact the Highway Department at Winchester.
Stating the following:
a)    Which Road/Footpath on the Estate.
b)    Where on that Road/Footpath your enquiry or problem is.
c)    Take photographs as evidence where possible to show where or what the problem is.
d)    A description explaining the problem, complaint or request for advise.
Q. Does the Herne Farm Estate have an 'Environment Policy'?

A. Yes.

The ‘Environment Policy’ for the Herne Farm Estate will be updated and published once the ‘Environmental Review’ has been completed.

It is planned to have this review published by late 2021.

The current ‘Environment Statement’ from Herne Farm Limited regarding the estate is:

“Our aim is to manage the estate with a light touch, balancing the needs of nature with the needs of residents. We trim hedges and lawns so as to protect access to homes and open spaces. We manage trees and bushes so as to maintain their health and remove possible hazards, and do our best to let the natural environment manage itself. We ensure that we and any contractors we hire comply with environmental regulations, and we take a long-term ecological perspective in managing land controlled by the estate.”

Q. What Restrictions Apply to Herne Farm Properties?

A. All Herne Farm Estate Properties have a ‘Covenants’, which you agreed to abide by when you purchase your property.

  • Herne Farm Covenants.
    • Contains information about what you are allowed to do to your property, and any restrictions that apply on your property.
    • Does not allow you to run or operate a business from your property, this includes your garden, drive or garage.
    • Herne Farm Limited manages on behalf of Kebbell Development Limited the ‘Covenants’ for which they are still responsible for.

  • Any Alterations, Extensions, Conservatories and Garden Sheds.
    • You must have written permission from Kebbell Development Limited before any work can commence.
    • You must also complete an Application Form for ‘Relaxation of the Covenants’, this can be obtained from the Herne Farm Office.
      • The form must be completed by you and your adjoining neighbours.
      • Then acknowledged and signed by Herne Farm Limited.
      • Once completed the documents have to be emailed or posted by yourselves to the Kebbell Office with the Appropriate Fee.

Q. Is there still a Covenants on the Herne Farm Estate Properties?

A. Yes.

    • Kebbell Development Limited are still responsible for the Covenants on the Herne Farm Estate Properties. 
    • Should you wish to have any Alterations to your property,
      • For example a Conservatory, Extension or Garden Shed then please contact the Herne Farm Office for an Application Form for ‘Relaxation of Covenants’.
      • It must be completed by yourselves and adjoining neighbours.
      • Then acknowledged and signed by Herne Farm Limited. 
      • Once this has been done the documents have to be emailed or posted by yourselves to the Kebbell Office with the Appropriate Fee.

Q. What should I do if my Access Key Fob is Disabled and I can not gain access?

A. Contact the Herne Farm Leisure Centre Office on 01730 266874 (Mon-Fri 09:00 to 13:00), or by email at  manager@hernefarmlimited.co.uk and the Centre Manager will check the door system and reply clarifying the situation.

Q. Is the Herne Farm Centre a 'Community Centre'?

A. NO.

The Herne Farm Centre is a ‘Leisure Centre’, it’s officially title is ‘Herne Farm Leisure Centre‘.

    • The Leisure Centre is privately owned by the Residents/Shareholders of Herne Farm.
    • It is Managed by Herne Farm Limited.
    • It is used by the Residents and their guests as a Leisure Centre.
    • It can also be hired by Non-Residents for functions.

It is often mistaken and misrepresented as being a Community Centre which is incorrect and very misleading.

There is already a ‘Community Centre’ in Petersfield which is located off the estate in Love Lane, it is called Petersfield Community Centre.
