Q. How can I Access the Herne Farm Leisure Centre?

A. You can only access the Resident Owned Leisure Centre by one of the following methods.

    • You are a Resident of Herne Farm and you have paid your Annual Management Charge.
    • You are a Guest of a Resident. (** Restrictions Will Apply).
    • You are a Non-Resident Squash Player.
      • You have Registered.
      • Paid the Annual Fee.
      • Paid for a Key Fob (non-refundable) so you can access the Centre.
      • Signed and agreed to the Rules of the Leisure Centre.
    • You can also access the Centre if,
      • You are attending a Private Function in the Main Hall.
      • Taking part in an Organised Fitness/Exercise Class or Activity at the Leisure Centre.
Q. Do I have to Pay the Annual Management Charge?

A. Yes.

    • The Annual Management Charge must be paid before the 31st January of the New Year.
    • Failure to do so will result in a £50 penalty being added to your Herne Farm Limited Account.
    • The Annual Management Charge is a non-recoverable charge on your property.
    • Failure to Pay may also result in your Access to the Centre being denied.
    • If you have any question regarding your Annual Management Charge then please contact the Office.

Q. What does the Annual Management Charge Cover?

A. The Resident Annual Management Charge covers the following:

    • Maintenance of All Open Spaces on the Herne Farm Estate managed by Herne Farm Limited.
    • Access to the Resident Owned Leisure Centre via an electronic Key Fob.
    • The Leisure Centre has a Main Hall, 2(two) Squash Courts and a ‘Resident Only’ Swimming Pool.
    • Annual Running Costs for the Centre, Office, Staffing, Utilities, Insurances and All Licenses (including Computer Software).
    • As a Resident you will be entitled to the following concessions.
      • 10% discount on Hall Hire charges  (excludes external organised events).
      • 50% discount on Squash Court Hires (you pay £3.00).
      • Access to use the Swimming Pool with your guests (some restrictions will apply).
      • Friday Night Social Evening, once a month (see calendar for details).
    • The Board of Directors give their time and skills voluntarily at ‘No Cost’ to the Residents and Herne Farm Limited.
Q. How can I Pay my Annual Management Charge?

A. Our preferred methods of payment are:

    • By Bank Transfer (Online Banking).
      • Account Name      : Herne Farm Limited.
      • Sort Code               : 60-16-26
      • Account Number : 86413481
      • Payee Reference  : Use the Account Ref. from your Invoice.
    • By Debit or Credit Card.
      • Please Contact the Office on 01730 266874 to make the payment (Mon – Fri 09:00 till 13:00).
    • Direct Debit.
      • If you have already arranged to Pay by Direct Debit, you do not have to do anything else to make the payment.
      • We will take payment on or shortly after the 1st January.
      • Otherwise please contact the Office for more details.
    • By Cheque.
      • Print the Account Ref. from your Invoice and your Address on the back of the cheque.
      • Then put the Cheque in a sealed envelope with a covering letter.
      • Then Post it to: The Leisure Centre, Crundles, Herne Farm, Petersfield, Hants, GU31 4PJ.
      • Otherwise you can post the envelope through the Herne Farm Leisure Centre letter box.
    • Cash Payents are NO longer accepted by Herne Farm Limited.
      • We Do Not accept any responsibility for Cash Payments posted through the Herne Farm Leisure Centre letter box.
      • Please use ONE of the above methods for paying your Annual Management Charge.
    • To Avoid Over Payment.
      • Please check you have not paid by more than one of the above methods, (for example Bank Transfer and Direct Debit).
Q. Is there any Age Restrictions on Accessing the Herne Farm Leisure Centre?

A. Yes.

    • Residents Under the Age of 16 year old.
      • All Children under 16 year old,
        • MUST be accompanied and supervised at all times by a responsible Resident Adult.
      • No Children under 16 years old are allowed in the Swimming Pool Area,
        • Unless accompanied and supervised at all times by a responsible Resident Adult.
    • Residents between the ages 16 and 18 may be accompanied by,
      • ONE guest aged 16 years or over.
    • Residents over the age of 18 may be accompanied by a maximum of,
      • TWO Adult guests and/or
      • TWO Child guests who must be supervised at all times by an responsible Adult.
    • Residents are responsible for the safety and behaviour of their children and guests at all times.
Q. Is there any Restrictions on using the Key Fob to access the Herne Farm Leisure Centre?

A. Yes.

    • The Resident Key Fob is solely for the use of the Resident Home owner and their immediate family.
    • The Key Fob can only be used by Resident Children 16 years or over.
    • The Key Fobs MUST be used every time you use or visit the Leisure Centre.
    • The Key Fob MUST NOT be lent to or used by any one else, this includes another Resident.
      • Failure to adhere to this will result in the Key Fob being Dialled Out of the Door Access System.
      • You will no longer be able to enter the Centre.
      • Your Access to the Centre may be denied for up to a maximum of three months.
    • Non-Resident Squash Players must be Registered to have a Key Fob to Access the Centre.
      • The Key Fob is ONLY to be used by you to enter the Centre when you have Hired or Booked a court to play squash.
      • The Key Fobs MUST be used every time you use or visit the Leisure Centre.
      • The Key Fob is ‘solely for your use only’ and MUST NOT be lent or used by anyone else.
        • Failure to adhere to this will result in the Key Fob being Dialled Out of the Door Access System.
        • You will no longer be able to enter the Centre.
        • Your Access to the Centre will be denied for a period of three months.
        • Any serious breach may result in your Registration being terminated.
Q. Is Coaching allowed at Herne Farm Leisure Centre?

A. Yes and No.

    • Yes – Residents are allowed to Coach their own Household Family Members in the Swimming Pool and on the Squash Courts.
    • Yes – Hall Hirers are allow to ‘Coach’ those attending Exercise, Fitness or Dance Classes.
    • Yes – Organisations, Societies and Other Events that Hire the Main Hall are allowed to ‘Coach’ if and when necessary.  
    • NoYou are NOT allowed to Organise or have ‘Paid’ Swimming Lessons in the Swimming Pool.
    • No – You are NOT allowed to ‘Coach’ Squash unless you have the correct and valid Squash Qualifications, (see below).
    • All Coaching, Training, Special Event or Any Block Booking.
      • Must have been agreed with by the Centre Manager and the Board on the Cost, Duration and Numbers.
      • A Contract must be signed and payment made prior to commencement.
      • Copies of any Qualifications/Certificates of Coaching Levels and a DBS (Disclosure and Barring Service) Certificate where appropriate must be presented and held by the Centre Manager before commencement.

Q. Who can Hire the Main Hall at Herne Farm Leisure Centre?

A. Residents and Non-Residents.

    • All Residents and Non-Residents Hires will require a ‘Hall Hire Booking Form‘ to be completed, signed and returned to the Centre.
    • All Hires will be subject to:
      • Acceptance of the Hire by Herne Farm Limited.
      • Restrictions on numbers allowed in the Main Hall.
      • A Deposit being paid prior to the Hire.
    • For All Hall Hire Charges click here.
    • Residents can Hire the Main Hall for ‘personal use’, and will receive a 10% discount on the Hall Hire Charge.
    • Non-Residents can Hire the Main Hall at the ‘standard rate’.
    • Some ‘Restrictions’ will apply on certain types of Hires, click here for more details.
    • Alcohol can only be consumed in the Main Hall and must have been purchased at the Leisure Centre Licensed Bar.
    • The Main Hall can be Hired for the following events or activities:
      • Arts and Crafts.
      • Anniversaries, Birthday Parties and Weddings.
      • Dance classes.
      • Fitness/Exercise classes.
      • Organisation or Society meetings.
      • Table Tennis.

    • All Hires will be responsible for the Health and Safety of all those attending the Hire.
Q. Who can use the Swimming Pool?
A. Residents.

    • The Swimming Pool is for the Residents Only and their Guest.
    • It is NOT allowed to use the Swimming Pool for any Paid Swimming Lessons.
    • All Children under 16 years old whether Resident or Not
      • Must be accompanied and supervised at all times by a Resident Adult.
    • Residents between the ages 16 and 18 are allowed
      • ONE guest 16 years or over.
    • Residents over the age of 18 may be accompanied by a maximum of
      • TWO Adult guests and/or
      • TWO Child guests who must be supervised at all times by an Adult.
    • Residents are responsible for the Safety and Behaviour of their children and guests.
Q. Who can use the Squash Courts?

A. Residents and Non-Resident.

    • NO Squash Clubs are run or based at Herne Farm.
    • Residents Access.
      • Residents have Full Access to the Centre including the Swimming Pool.
      • Residents will pay £3.00 per 40 minute session.
      • Residents are allowed to Hire a Squash Court 10 Days in advance, (this period is at the discretion of the Centre Manager).
    • Non-Resident Access.
      • Non-Resident must be Registered with Herne Farm Limited before they can Access the Centre and Hire a Squash Court.
      • Non-Resident Registration is only for playing Squash, and you will be expected to Hire the Courts during the year.
      • Non-Residents currently pay a £10 a year Registration Fee (under review for 2021) and £20 for a Key Fob to access the Centre.
      • Non-Residents will pay £6.00 per 40 minute session.
      • Non-Residents are allowed to Hire a Squash Court 7 Days in advance, (this period is at the discretion of the Centre Manager).
      • Non-Residents are NOT allowed to use the Swimming Pool unless accompanying a Resident.
      • Non-Residents MUST inform the Centre Manger on 01730 266874 right away if your Key Fob is lost or stolen, replacements are at the discretion of the Centre Manager and will cost £20.
    • Resident and Non-Residents.
      • Failure to adhere to the Centre and Squash Rules will result in your Key Fob being dialled out of the Door Access System, you will no longer be able to enter or use the Leisure Centre, and Access to the Centre may be denied for up to a maximum of three months.
      • A ‘Serious Breach‘ of the Rules may result in your Registration being Cancelled, or your access to the Centre being denied.
    • Coaching, Training, Special Event or Any Block Booking.
      • Must have been agreed with by the Centre Manager and the Board on the Cost, Duration and Numbers.
      • A Contract must be signed and payment made prior to commencement.
      • Copies of any Qualifications/Certificates of Coaching Levels and a DBS (Disclosure and Barring Service) Certificate where appropriate must be presented and held by the Centre Manager before commencement.
Q. Who can use the Changing Rooms?
A. Residents and Non-Resident Squash players.

    • Residents
      • Have Full Access to the Changing Rooms for Swimming and playing Squash.
    • Non-Resident Squash players
      • Only have access to the Changing Room to change and use the showers.
    • Resident and Non-Resident
      • MUST only use their designated Changing Room for Male or Female.
        • Failure to adhere to this will result in your Key Fob being dialed out of the Door Access System.
        • You will no longer be able to enter the Centre.
        • Your Access to the Centre will be denied for a length of time determined by the Centre Manager and The Board.
        • If a serious breach has occurred then your access to the Centre will be Terminated.
Q. Who can use the Car Park at the Front of the Leisure Centre?

A. Users and Staff of the Herne Farm Leisure Centre and the CO-OP convenience store.

    • The Front Car Park is Privately Owned by Herne Farm Limited.
    • The Car Park can be used by:
      • Users of the Leisure Centre for all events and activities.
      • Users of the CO-OP convenience store, under an annual agreement with Herne Farm Limited.
    • Herne Farm Limited accepts NO liability for any damage to, or any items stolen from vehicles parked in the car park.
    • All vehicles must use and park in the parking bays provided.
    • Vehicles are NOT allowed to be left over night unless prior agreement has been made with the Centre Manager.
    • No Tradesman or Person can operate from, or use the Car Park for any type of business.
    • All Users are asked to reframe from Littering the car park.
    • CCTV cameras in operations.
Q. Who Controls the Open Spaces on the Herne Farm Estate?

A. Herne Farm Limited are responsible for the Adopted Areas on the Estate.

    • Details can be found on the Open Spaces page on this Web Site Click Here.
    • There is also a Map in the Herne Farm Office that will show the Areas that have been Adopted. 
    • Some Areas are the responsibility of East Hampshire District Council and the Environment Agency.  
    • Flats on the Estate have their own Management Companies and they are responsible for the Maintenance and Grass Cutting.

Q. Who Controls the Roads and Footpaths on the Herne Farm Estate?

A. The Highways Department at Winchester.

ADOPTED:
All roads and footpaths on the estate are adopted APART from the following exceptions.
NOT ADOPTED:
Roads marked or signed as ‘Private Road’.
The Side Road leading to 1, 3 and 5 Marden Way, behind Chilgrove House, also leading to the rear of the Leisure Centre via a footpath.
Raising Enquires:
If you have an enquiry about, or a problem with any road or footpath on the Herne Farm Estate, then you should contact the Highway Department at Winchester.
Stating the following:
a)    Which Road/Footpath on the Estate.
b)    Where on that Road/Footpath your enquiry or problem is.
c)    Take photographs as evidence where possible to show where or what the problem is.
d)    A description explaining the problem, complaint or request for advise.
Q. What Restrictions Apply to Herne Farm Properties?

A. All Properties on the Herne Farm Estate have a ‘Covenants‘, which you agreed to abide by when you purchase a property on the Estate.

These ‘Covenants‘ contain information about what you are allowed to do, and any restrictions that apply to what you can do at, or to your property.

The ‘Covenants‘ does not allow you to run a business from your property this includes your garden, drive or garage.

Herne Farm Limited manages on behalf of Kebbell Development Limited who are still responsible for the ‘Covenants‘ on all the Estate properties. Please contact the Herne Farm Office on 01730 266874 (Mon-Fri 09:00 – 13:00) or by email at manager@hernefarmlimited.co.uk.

You must have written permission from Kebbell Development Limited for any Alterations, Extensions, Conservatories and Garden Sheds before any work can commence.

You will be required to complete an Application Form for ‘Relaxation of the Covenants’, this can be obtained from the Herne Farm Office.

  • The form must be completed by you and your adjoining neighbours.
  • Then acknowledged and signed by Herne Farm Limited.
  • Once this has been done the documents have to be emailed or posted by yourselves to the Kebbell Office with the Appropriate Fee.

Q. Is there still a Covenants on the Herne Farm Estate Properties?

A. Yes.

    • Kebbell Development Limited are still responsible for the Covenants on the Herne Farm Estate Properties. 
    • Should you wish to have any Alterations to your property,
      • For example a Conservatory, Extension or Garden Shed then please contact the Herne Farm Office for an Application Form for ‘Relaxtion of Covenants’.
      • It must be completed by yourselves and adjoining neighbours.
      • Then acknowledged and signed by Herne Farm Limited. 
      • Once this has been done the documents have to be emailed or posted by yourselves to the Kebbell Office with the Appropriate Fee.

Q. What should I do if my Access Key Fob is Disabled and I can not gain access?
